The Analytical Operations Center: “The Edict on Internet Regulation Worked out to Take Care of People”

An official from the Analytical Operations Center at the Presidential
Administration noted in his interview to the BelaPAN News Agency that
the Presidential edict on regulation of By-net, signed on February 1,
2010, had been worked out «to take care of people».

The interviewee emphasized that a working group with representatives
from all the ministries and governmental agencies concerned was
engaged in the process of working out the edict. «The experience of
other countries, including Germany, Sweden, France, and the United
States was taken into consideration in the process of preparing the
document. Also, we took into account the recent progressive experience
of Kazakhstan in the field», the AOC’s official said.

The Center’s representative underscored that the edict was firstly
directed to protect information transferred through the information
networks, systems and resources in the Belarusian national
Web-segment. All of them will have to be officially «certified and
standardized» in Belarus.

Moreover, the Center in cooperation with the Ministry of
Communications will create a list of telecoms operators, permitted «to
gate through the international Internet traffic» in one or two months.
The official specified that the «Beltelecom» National Unitary
Enterprise would remain to be the only «nation-wide telecoms operator
(provider)» in Belarus, according to the law. However, he added that
the right to gate through the international Internet traffic might be
granted to some other telecoms operators as well.

The Center’s official noted that the domain names in the Belarusian
Web-segment would be registered nearly in the same way as before.

Speaking about the restriction of access to on-line resources on
users’ requests, the AOC’s official emphasized that the edict
elaborators had made use of global «progressive experience» in the
field. «The whole progressive world has followed the way of
self-control», he added. According to the Presidential edict, any
Internet user may ask the corresponding provider to close his/her
access to concrete undesirable Web-resources.

The Center’s representative noted that it wasn’t planned to close
access to the oppositional Web-sites.

However, reportedly, the AOC in cooperation with the Ministry of
Communications will work out a procedure of restricting the Internet
users’ access to «the information, banned for dissemination by
legislative acts». Moreover, the providers will be urged to disable
access to «the Web-resources, containing the banned information» and
the «extremist» information in particular. The Center’s official
referred to the international experience of banning access to the
«Al-Qaeda " Web-resources at that.

However, it will be possible to appeal against inclusion of
Web-resources to the banned list.

«A normal common law-abiding person will not notice the existence of
the edict», the AOC’s official noted, concluding his revelations to
the BelaPAN News Agency.
